Following more than twenty years’ experience as a senior public service executive in both New Zealand and Australia, I established the RDC Group to deliver outstanding consulting services to the public sector in New Zealand and overseas. I’m passionate about creating value and love working with leaders of organisations to develop high performing teams and strategies to meet difficult challenges.

Roles I have held include Deputy Commissioner - State Services Commission NZ, Deputy Chief Executive - Ministry of Social Development and Deputy Secretary Policy and Strategy & Deputy Secretary - Housing in the Department of Human Services in the Victorian Public Service. This experience has given me a clear insight into what effective solutions look like and how best these can be sustainably implemented.

My consulting practice has a significant focus on increasing public value through enhanced efficiency and effectiveness. I understand the challenges leaders and organisations face. I have advised Chief Executives on organisational strategy and performance, undertaken assurance over major projects including providing advice to central agencies on business cases, four-year plans, and stakeholder relationship management.

I bring particular strengths to RDC Group in understanding and then distilling your problems into programmatic designs which produce clear, simple plans that deliver results. 

I have over thirty years’ experience in a wide range of roles in the public and wider state sectors, both in New Zealand and overseas. From these I have gained an extensive understanding of policy development, legislative change, machinery of government, public sector management, and strategic resourcing.  I have held roles as diverse as being a military advisor to the United Nations in Afghanistan, facilitating the relationship between the United Nations and NATO, and being the lead Budget analyst at Treasury at the height of the Global Financial Crisis. I was an officer in the New Zealand Army for over 20 years and have completed operational deployments to Bosnia, East Timor and Afghanistan.

I am adept at working between organisations and in communicating complex matters in clear, simple and direct terms. Having been a policy manager interacting daily with Ministers and senior leaders on some of the most challenging issues facing New Zealand, I understand the complexity of the challenges leaders face and can help them navigate their way through uncertain and difficult issues.

Business Manager

I joined the RDC Group team in early 2017 as Business Manager. My role as is essentially a support one, working closely with the Directors and Associates in the day to day running of RDC Group. I provide effective and efficient business support in all aspects of the Group’s work, including the administration around the development and implementation of the various strategies and programmes. I also maintain the Cloud based functions of finance and workflow for the business.

A lot of my day is spent juggling diaries and organising travel and networking events. I love the diversity and challenges each day presents.  My most recent role prior to RDC Group was as Executive Assistant to the General Manager, Engagement, Communications and Ministerial Services at the Ministry of Business, Innovation and Employment.

For the past 20 years I have spearheaded a range of transformational programmes and opportunities focused on improving businesses to enable a better future. This includes organisational change, sector wide programmes, policy development, major land use planning and infrastructure planning and delivery. 

I am passionate about adding value through driving collaborative change programmes. I work with partners to effectively plan, design and deliver complex programmes as part of a wider system approach.  This includes building multi-organisation relationships, developing co-investment models to enable delivery of wider partner outcomes and ensuring buy-in to a clear and compelling case for change.

My consulting practice focuses on supporting organisations to develop and deliver collaborative cross-partner programmes and complex change projects.  My extensive leadership and relationship management experience enables me to build strong connections to all stakeholders as well as build and empower high performing teams to succeed.  I enjoy introducing new ways of working and creating connections across multiple organisations and I understand what is required to turn strategy into results.

Most recently, in my eight years at the NZ Transport Agency I held a variety of roles including leading the implementation of the Business Case Approach for the transport sector, development of the National Land Transport Programme and a variety of transport system planning issues.  For the past three years I headed the national $333 million Urban Cycleways Programme on behalf of government.  Throughout this programme I led a nationwide, system change approach, collaborating with over 50 partner organisations.  I have also held senior consultancy roles and have over 10 years of leadership experience in local government in NZ and the UK.

With over three decades’ experience with the Office of the Auditor General and Audit New Zealand, I have deep practical knowledge of the system of government. I have a particular interest in the local government sector.

In 2017, I established R Bruce Robertson Ltd, to deliver exceptional advice and consulting services to a range of clients. I frequently collaborate with a range of agencies and industry experts. I have a close collaborative relationship with the Directors and Associates of RDC Group. We have worked to deliver advice and solutions to a wide range of central and local government clients.  I share their passion to increase public value, through the delivery of high quality advice and by working collaboratively and in partnership with clients to increase organisational capability and institutional knowledge.

My experience includes developing organisational capability. An example of this is the work I have done with the Pacific Association of Supreme Audit Institutions (PASAI) to develop capability and knowledge across participating Pacific nations. My advisory work covers strategy, effective decision making, value for money and performance, organisational and functional "health checks”, and how clients can make collaborative frameworks “real”. My work has a strong focus on bringing together the financial and asset management disciplines within organisations to drive performance and deliver value for money. 

My significant technical and leadership experience means I am frequently called in to provide trusted advice to Chief Executives, Boards and senior management as well as to elected officials and I am an independent member on a number of Audit and Risk Committees. I am a fellow of Chartered Accountants Australia and New Zealand.

I have over two decades’ experience working for the Australian and New Zealand Governments in a mixture of strategic, corporate, policy and operational roles. I enjoy helping organisations improve their performance by partnering with agencies to develop business strategies. My strengths are in designing and managing change, and improving capability.

I have held senior roles at The Treasury, Commerce Commission, Ministry for the Environment, and State Services Commission where I have gained experience in developing and evaluating strategy, planning and managing delivery of work programmes and budgets, recruiting and managing staff, improving organisational culture and capability, and developing and maintaining stakeholder relationships.

The combination of my strong policy background and project management skills have seen me involved in setting up and leading complex policy projects, such as the Predator Free 2050 New Zealand programme. 

I am open and honest, quick to learn, creative, organised, and self-aware. I enjoy working with others to turn ideas into reality, am able to connect strategy to operations and am motivated by achieving results.

A Management Consultant with over 20 years’ experience I have led change programmes across a wide range of organisations and industry sectors both in the UK and in NZ. I have worked both as an independent consultant and in senior roles in the consulting practices of KPMG and PwC and undertaken programme management and programme director roles in major change initiatives across both public and private sector. NZ Clients have included Department of Internal Affairs, Ministry of Social Development, Land Information NZ, Immigration NZ, Telecom NZ, Ministry of Education, Sovereign Assurance, Meridian Energy, Kiwibank and NZ Racing Board.

Strong leadership and relationship management skills enable me to successfully navigate differing stakeholder interests as well as turnaround troubled projects or under-performing teams. I’m at my best working at senior levels, leading project teams and programmes, liaising with the executive team, project sponsors, change agents and project staff alike to ensure the successful delivery of the programme by an enthusiastic and motivated programme delivery team.
